Born in Iwate Prefecture in 1962, Masatomo completed his Research Doctoral Course and Master’s at the Chuo University Graduate School of Law, and completed a Doctoral Program for Informatics at Information Security Graduate University. After his experience at Nifty Corporation, he became a professor at Niigata University in 2005. Since 2016 he served concurrently as Chairman of the Institute for Information Law, and in 2017 he joined RIKEN.
His specialty is "information method". He mainly conducts research on personal information protection law, rights of privacy, medical and genome information, AI and law. He was also involved in the establishment and amendment of the Personal Information Protection Act, the creation of the My Number System, the creation of the Privacy Mark System, and the drafting and revision of JIS Q 15001: 1999.
He is also a member of the Information Legal Sciences Association, Information Legal Society "Information Legal Research" (Yuhakaku) Editorial Board, Director of the Law and Computer Society, and member of the Information Network Law Society (Former Director).
